African Energy Resources Ltd is a mining and energy development company with offices in Botswana, Zambia, Perth and Guernsey. The Company has coal projects in Botswana and Zambia, including the flagship Sese Coal & Power Project that contains over 2.6 billion tonnes of thermal coal. Sese Coal & Power Project

The Sese Coal & Power Project is in the Republic of Botswana, 50km to the south of the mining hub of Francistown. Since independence in 1966 Botswana has been a stable democracy in which revenues from mining have played a major role in the economic development of the country. The Government understands and has long supported investment in the mining industry, both by domestic and foreign companies, and has enacted a competitive fiscal regime supported by a simple and transparent Mines and Minerals Act.

The Sese Coal & Power Project is within 20km of the main infrastructure corridor that contains a good quality sealed road, railway line, 220kV electricity transmission lines and a water pipeline. The railway connects into Zimbabwe to the northeast and South Africa to the south, providing access to ports in Mozambique and South Africa.

The Sese Coal & Power Project provides the potential for low-strip ratio open pit mining of the entire resource due to its large strike-extent, thick coal seam and proximity to surface. This allows the flexibility to mine several sections of the deposit at the same time and hence the ability to vary annual mining rates with ease.

Sese coal is suitable for use as a low-cost fuel for a series of mine-mouth power stations (the Sese Integrated Power Project and expansions) and can be processed to produce and export quality product (the Sese Export Project).

Deposit Facts

Mineral Resource Statement:

African Energy discovered the large Sese thermal coal deposit in June 2010 and has since completed a series of infill core drilling programmes that have defined over 650Mt of Measured Resources in Block-B and Block-C, with an additional ~1,850Mt of coal in the Indicated and Inferred Resource category:



 * Gross In-Situ tonnes of un-weathered coal less all applicable geological losses
** The Exploration Target is conceptual in nature and it is uncertain if further exploration will result in the determination of a Mineral Resource. There is currently insufficient data to define a JORC compliant mineral resource for the Exploration Target.


Geology of the Sese coal seam:

The coal at Sese occurs in a series of seams, of which the largest is the ubiquitous Sese Main Seam that ranges in thickness from 6m to over 26m, with an average of 14m. The Main Seam is almost flat lying and is close to surface and shows very little structural complexity. Due to this geometry and proximity to surface the entire deposit is amenable to open pit mining with an average stripping ratio of approximately 2:1. These low stripping ratios offer the potential for very low ROM coal mining costs, a key economic driver for the project.


Coal in Block-B Measured Resource averages 13.6m thick, 28m deep and is of interest for the Sese Export Project due to its potential for low strip ratio, higher in-situ calorific value and higher washing yields than other parts of the deposit. Washing yields for export products in the 21-23 MJ/kg (5,000 to 5,500 kcal/kg) range are up to 65% for Block-B SS Seam:



Block-C coal is favoured as the source of fuel for the Sese Integrated Power Project due to its proximity to existing infrastructure and proximity to solid basement for the power station footings. Block-C coal can be used as a raw coal feedstock for a power station, or can be washed to produce a primary export product and a middling for use in power stations:

Sese Integrated Power Project

The Sese Integrated Power Project seeks to take advantage of three key facts:

•     Sese coal provides a source of very cheap fuel for electricity generation.
•     Sese is located near the hub of the transmission networks that form the backbone of the Southern African Power Pool.
•     There is a shortage of electricity supply for the foreseeable future in all southern African countries.

To meet these needs the Sese Integrated Power Project has been designed around an initial 300MW power station (2 x 150MW CFB boilers) with a captive 1.5 Mtpa coal mine providing cheap fuel. The power station and enough coal to supply it for 30 years (approximately 50Mt) will be ring-fenced in Sese Power Pty Ltd, a wholly owned Botswana subsidiary of African Energy. Project finance (debt and equity) will be raised for the development of the project and the debt will be non-recourse to African Energy and therefore off balance sheet.


Conceptual Design for the 300MW Sese Power Station

African Energy will retain an equity interest in the project post financial-close by virtue of the coal it has contributed to Sese Power, and derive an income stream from dividends paid to Sese Power shareholders. A non-binding MOU with a potential off-taker for the full output of the 300MW project has been signed to jointly evaluate the project.

Both the power station and the mine are scaleable, offering the potential to expand the generating capacity at Sese through additional power stations, each of which may have a different ownership structure. The Measured Resource defined at Block-C alone contains enough coal to generate 2,400MW of electricity for over 30 years.

Sese Export Project

The Sese Export Project seeks to deliver coal to regional and Asian markets for use in industrial boilers and as a power station fuel. Coal in the Block-B Measured Resource can be beneficiated to an export quality product in the 5,000 to 5,500 kcal/kg (21-23 MJ/kg) range at attractive yields. A bulk sample of some 15,000 tonnes has been collected from Block-B to provide material for various test work programmes, including washing tests, combustion tests (for both industrial boilers and power station feed), ash-by-size analysis and export trials.

African Energy, in conjunction with Botswana Railways, undertook a successful trial rail delivery of 25t of coal to the port of Maputo in Mozambique in April 2012, and is currently planning a larger trial shipment of approximately 1,000t of crushed and screened coal from the bulk sample stockpiles. This forms part of the Company’s evaluation of the ultimate capacity and efficiency of existing and planned rail and port infrastructure in southern Africa.

Global Coal Markets

Thermal or steaming coal has been a globally traded commodity for many decades and has underpinned the development of major coal mining provinces throughout the world. As worldwide electricity generation has risen to meet the demands of an increasingly urbanised population, coal consumption has increased in real terms, and is likely to continue to do so for the foreseeable future, even allowing for a steady increase in renewable energy generation.

Generally coal from Botswana was not considered to be of a quality suitable for export, but in recent years that paradigm has changed. Over the last 30-40 years the quality of thermal coal traded on the global seaborne market has steadily decreased to the point where coals with calorific values ranging from 4,500 to 5,500 kcal/kg GAR are now routinely exported from America, Indonesia and South Africa, largely into the Asian market.

India currently imports approximately 50 million tonnes of coal per year, and this is expected to increase to over 210 million tonnes a year by 2025 as it continues to build a large number of 4,000MW power station complexes. China is also expected to almost double its imports to 213 million tonnes per year by 2025.

Botswana remains one of the few undeveloped coal provinces in the world that has the resource inventory to meet these demands, with close to 35 billion tonne of coal in JORC/SAMREC/NI-43 compliant resources. The Botswana Government, for its part, recognises a unique opportunity to stimulate a new industry and has embarked upon the development of a coal “roadmap” to secure this future. Development of the Sese Coal & Power Project is an integral part of this.

Zambian Uranium Projects

In spite of the focus on coal in Botswana, the Company has made significant progress with its uranium projects in Zambia. In early 2011 the Company completed an all cash transaction to buy Albidon’s remaining equity stake in the Chirundu and Kariba Valley joint venture project tenements, resulting in African Energy reaching 100% ownership of these tenements and thereby increasing its attributable uranium inventory to 11.1 Mlb U3O8 in Measured, Indicated and Inferred Resources.

At Chirundu, collection of data for environmental studies continued during the year to establish baseline levels of dust, noise, radon gas, sulphur dioxide, nitrogen dioxide and trace elements in soils, wells, streams and rivers in the region and communities around the Njame and Gwabe uranium deposits. This programme, including all data collection and data management, is managed by external consultants, thus ensuring independent verification of the baseline data should it be required. The Company further demonstrated its commitment to the local communities by funding and supervising the construction of a health post at Sikoongo village, near the Njame deposit.

The Company has also made an exciting new uranium discovery at the Sitwe North prospect. This uranium prospect occurs within the Company’s 100% owned Northern Luangwa Valley project in northern Zambia, and was identified through an airborne radiometric survey that highlighted anomalous uranium responses interpreted to be associated with Karoo-age sedimentary rocks.

The Sitwe North prospect is hosted by strongly sheared feldspathic basement rocks close to an unconformity with the younger sediments of the Karoo Supergroup. Drilling has identified steeply dipping zones of uranium mineralisation of 2-10m true width in these sheared basement rocks, a style of mineralisation not previously encountered by African Energy. A small programme of seven RC percussion holes for 458m was completed at the Sitwe North prospect in late 2010, with best results including 6m@ 735 ppm U3O8, 5m @ 651 ppm U3O8 and 10m @ 458 ppm U3O8. The mineralisation occurs in multiple horizons and is open in all directions. Further work is required to determine the significance of this discovery.

Chirundu Project

The Chirundu project occurs approximately 150km southeast of Lusaka by sealed road and is where the Company was able to identify an initial Inferred Resource in September 2006. Since that time African Energy has discovered the Gwabe uranium deposit some 20km to the northeast, and has outlined over 11.1 Mlb of U3O8 (5,035t) in combined resources at the two deposits.

African Energy committed to a bankable feasibility study which commenced in May 2008. During the past year, work on the project concentrated on further metallurgical test work to assess mineral processing paths, environmental baseline surveys and resource delineation drilling. A mining licence for the project was granted for an initial period of 25 years, commencing in October 2009.

The Chirundu feasibility study is based on an operation utilising open pit mining and sulphuric acid heap leaching of the uranium ores, with mining initially from the Njame deposit only, followed by Gwabe once Njame has been exhausted. Uranium will be stripped from the leach solutions by ion-exchange resins, followed by elution and precipitation to produce a granulated UO4 product suitable for export at an annual rate of approximately 1.2 to 1.4 million lb U3O8 equivalent over a 7-8 year project life. A centralised uranium processing facility at Njame will support the combined operations with loaded ion-exchange resins trucked from Gwabe to Njame for final processing and packaging.

Mineral Resources at Chirundu

During the year a programme of reverse circulation (RC) percussion drilling at Njame South discovered additional inferred resources containing approximately 2.4 Mlb U3O8 at an average grade of 250 ppm U3O8. On the basis of this programme a revised mineral resource estimate for the project was completed. Combined Measured and Indicated resources for the Chirundu project now contain 7.4 Mlb U3O8 at an average grade of 293 ppm U3O8,  with a further 3.7 Mlb U3O8 at an average grade of 237 ppm U3O8 in Inferred resources. This may be suitable for a 7-8 year mining project producing 1.2 to 1.4 Mlb U3O8 equivalent per annum.

Metallurgical Test Work Results

Mintek Laboratories have been performing bench-scale metallurgical test work studies on the mineralisation from Njame and Gwabe as part of the feasibility study. During the year, column leach testing continued on Njame and Gwabe uranium mineralisation to establish baseline data from which optimisation programmes would be derived. Work to date has indicated that uranium extractions at Njame are quick and very efficient, reaching up to 95% recovery and consuming less than 5kg/t sulphuric acid. Gwabe mineralisation is more refractory, requiring an oxidative leaching step to achieve extractions of 75% uranium. Further column leach testing is required to optimise extraction rates and reagent consumption.

Environmental Baseline Surveys

A programme of environmental baseline surveys to determine the existing levels of all potential airborne, waterborne and in-situ contaminants in and around the project areas and local communities has been initiated. This includes analysis of surface waters and groundwater for heavy and trace elements, colliform (bacteria) levels, turbidity, pH and sulphate contents, an assessment of noise, dust and gas (radon, SO2, NO2) levels, and an assessment of heavy and trace element levels in soils. These surveys will be used as the basis for an updated Environmental Impact Statement, as well as providing a baseline for future comparison. The entire baseline survey programme is managed by independent contractors.

Exploration Programmes in the Chirundu Project

Exploration in the Chirundu project concentrated on three prospects during the year, Njame South, Siamboka and Kabanana. At Njame South, a programme of RC percussion drilling outlined inferred resources containing 2.4 Mlb U3O8 at an average grade of 250 ppm U3O8, taking the total for the project to over 11 Mlb U3O8. Drilling at Siamboka was less successful, and no further work is planned at this prospect.

A programme of 18 RC percussion drill holes at the Kabanana prospect gave a best intersection of 4m @ 293 ppm U3O8. This prospect occurs at the contact between the Karoo sediments and the much older basement gneisses and schists. The mineralised intersection occurs close to the unconformity between the Karoo and the basement, and warrants further evaluation to determine if higher-grade unconformity-style uranium mineralisation is present. 3-D modeling of all exploration data for this project is underway to determine future work programmes.

Kariba Valley Project

The Kariba Valley project is located approximately 250km from Lusaka by road, occurring 50km to the southwest of Denison Mines’ tenement that contains the Dibwe and Mutanga uranium deposits. The Kariba Valley project also contains the same Escarpment Grit Formation that hosts the mineralisation at Njame, Gwabe, Dibwe and Mutanga.

The Kariba Valley tenements occur within economic trucking radius of the proposed Njame uranium processing facility near Chirundu and thus form an important and integral part of African Energy’s resource expansion plans for southern Zambia. Any economically viable discovery of uranium in this project could result in a remote ion-exchange mining project capable of delivering high-value loaded ion-exchange resins to the Njame plant where it would be further processed to make the final product for export.

During 2010, exploration drilling programmes were completed at the Namakande and Chisebuka prospects in the Kariba Valley project. Whilst a number of narrow zones of uranium mineralisation were identified at several target areas within the Namakande prospect, none were of sufficient width to warrant further investigation in the short term. Further work is required to determine where better structural targets for thicker mineralisation exist at Namakande. In contrast, several good intersections were made at Chisebuka, extending the known mineralisation by 800m along strike to define a mineralised system over 2,000m long.

Chisebuka Prospects

The Chisebuka prospect was originally drilled by African Energy in late 2007 where the Company identified two parallel zones of uranium mineralisation. In 2010, a programme of geological mapping and soil sampling (using a calibrated hand-held RS-125 spectrometer) was completed to provide the basis from which to plan further drilling. The mapping and soil sampling indicated that further drilling was required to complete an initial evaluation of this prospect, resulting in an additional 27 RC percussion holes for 2,085m being drilled on a nominal 400m x 100m grid.

Assay results for the first 10 holes of this additional programme have been received to date, and have extended the known mineralisation of the northern zone by 800m along strike to the northeast. Significant assays results for the two zones of mineralisation are listed in the table below. The assay data indicate that significant mineralisation has been drilled along a strike length of at least 2,000m. A detailed survey of the topography of the prospect has been competed with a differential GPS system to provide an accurate elevation model. A 3-D model of the Chisebuka deposit is currently being prepared to determine if stripping ratios are low enough to support economically viable open-pit mining. If this is determined to be the case, a programme of infill drilling for resource delineation will be undertaken.

Northern Luangwa Valley Project

The Northern Luangwa Valley project comprises two Prospecting Licences (Matonda and Mulipo) both of which are wholly owned by African Energy. A number of airborne radiometric surveys were flown over the projects in late 2006 and late 2007, and several uranium targets were identified. The Sitwe target has been evaluated as the most significant of these targets, comprising an 8km long, 0.5km wide uranium anomaly associated with Karoo aged sediments.

Field assessment of the Sitwe prospect commenced in late 2009 and included geological mapping and a programme of geochemical soil sampling over the primary target (400m x 50m sample spacing with analysis undertaken by a calibrated RS-125 hand-held spectrometer). Results from the soil sampling survey were very encouraging, with anomalous assay values highlighting an elongated zone of uranium anomalism corresponding to a siltstone unit within an interbedded siltstone-sandstone association, and with a peak value of 77 ppm eU3O8.

The soil anomaly is parallel to the strike of the host sedimentary rocks. A number of outcropping siltstone units along this trend were also analysed with the hand-held spectrometer, which gave results up to 124 ppm eU3O8.

A programme of trenching across a number of sub-peaks of the anomaly to confirm its location, geometry and geological nature has been completed. A programme of reverse circulation (RC) percussion drilling to test the anomaly has also been completed.

Mr Alasdair Cooke BSc (Hons), MAIG
Executive Chairman

Mr Cooke has served as Chairman of the Board of the Company since its incorporation. Mr Cooke is a qualified geologist and has been involved throughout his career in mineral exploration and corporate development, including six years spent with BHP Minerals Business Development Group and over ten years managing public resource companies.

Mr Cooke is a founding partner of the Mitchell River Group, which over the past ten years has established a number of successful resources companies, including ASX listed Panoramic Resources Ltd, operating the Savannah and Lanfranchi nickel projects in Australia; AIM and ASX listed Albidon Ltd, operating the Munali nickel mine in Zambia; ASX listed Mirabela Nickel Ltd, operating the Santa Rita nickel project in Brazil; ASX listed Exco Resources Ltd, developing copper and gold resources in Australia; and ASX listed Energy Ventures Ltd, developing uranium projects in the USA. Mr Cooke is currently Chairman of Energy Ventures Ltd and a Director of the Mitchell River Group, Oval Biofuels Ltd and Exco Resources Ltd.

Dr Frazer Tabeart PhD, BSc (Hons) ARSM, MAIG
Managing Director

Dr Tabeart is a graduate of the Royal School of Mines with a PhD and Honours in Mining Geology. He has over 20 years experience in international exploration and mining projects, including 16 years with WMC Resources. Whilst at WMC, Dr Tabeart managed exploration portfolios in the Philippines, Mongolia and Africa, gaining considerable experience in a wide variety of commodities and operating with staff from diverse cultural backgrounds.

Dr Tabeart joined the Mitchell River Group of companies in August 2005, initially as Head of Exploration for Albidon Ltd, and subsequently as General Manager for African Energy Resources Ltd. Under his stewardship the Company delineated the uranium resources in the Chirundu JV in southern Zambia and exploration discoveries in the Kariba Valley of Zambia and at Foley in Botswana. He was appointed Managing Director in November 2007 and has since led the Company through Prefeasibility Studies and into Bankable Feasibility Study at Chirundu.

Dr Tabeart is a Director of the Mitchell River Group and a former Executive Director for Agricola Resources plc. He is also one of the founders of Norrland Resources Ltd which is evaluating a large portfolio of nickel exploration tenements in Sweden.

Mr Bill Fry
Executive Director

Mr Fry has more than 20 years corporate experience in the mining and resources industry, specialising in accounting, management, business development and general corporate activities. He has vast experience in project evaluation and development, project funding, management, finance and operations.

Over the past 15 years, Mr Fry has been a Director of several private and public companies with activities ranging from funds management, minerals exploration, mining and quarrying, land development and waste management.

Mr Fry has been a Director of African Energy Resources since listing and is responsible for the Company's commercial and financial business programs. He is currently a Director of Energy Ventures Limited, the Mitchell River Group, Norrland Resources Limited and Oval Biofuels Limited.

Mr Valentine Chitalu MPhil, BAcc, FCCA
Non-Executive Director

Mr Chitalu, who is a Zambian national and resident, is a Chartered Certified Accountant, Fellow of the Association of Chartered Certified Accountants (UK) and holds a practicing certificate from the Zambia Institute of Certified Accountants. He also holds a Master's Degree in Economics, Finance and Politics of Development and a Bachelor's Degree in Accounting and Finance.

Mr Chitalu has had both an international and local career over a period of fifteen years in the fields of private equity, privatisation, merchant banking, corporate finance, accounting, auditing, development economics, capital markets and business/private sector development in transitional economies. He has a significant interest in private sector development in southern Africa and is extensively networked in the region.

Mr Chitalu has worked for Meridien Financial Services as Manager, Corporate Finance and the Zambia Privatisation Agency as Chief Executive Officer and most recently as Central African Director with CDC (formerly Commonwealth Development Corporation). He currently holds directorships in various private entities.

Mr Chitalu has been a non-executive director of African Energy Resources since listing and has assisted African Energy through his extensive business and Government contacts in the region.

Mr Phil Clark BEng (Mining), MBA, MAUSIMM, GAICD
Non-Executive Director

Mr Clark is a mineral resource executive with 33 years global experience including; directorships, executive, technical and operational management aspects of the mineral resources industry. Mr Clark started his engineering career in 1977 at BHP Billiton’s Illawarra Coal business and has had numerous operational and planning roles in the Illawarra, Hunter Valley, Bowen Basin coalfields and Zimbabwe. In 2003 he became Vice President Health Safety Environment & Community for BHP Billiton Energy Coal operations with a focus on improving mine safety and environmental performance in developing countries. In 2005, Mr Clark became Vice President Resource Development for BHP Billiton Energy Coal which includes target identification, acquisition and project development of new resource opportunities globally. In addition to Mr Clark’s role as a Non-Executive Director he is also currently overseeing the Company’s concept study on the Sese coal project in Botswana.

Mr Clark is currently a Director of the not-for profit organisation Engineers without Borders Australia and a Committee Member of the Australasian Institute of Mining and Metallurgy.

Mr Michael Curnow
Non-Executive Director

Mr Curnow brings extensive experience in the resources sector in gold, platinum and mineral sands exploration to the Company, which will be significant for the future development of African Energy. He has been involved in the ownership and management of a wide range of businesses in South Africa and Australia. He was a founding director of Gallery Gold Ltd and AGR Ltd. Mr Curnow has been a non-executive director of African Energy Resources since listing and is also a non-executive Director of Energy Ventures Ltd.

Thomas Scott-Morey BA Cantab, MBA, CPEng, MICE FIEAust
Power Development Manager

Mr Scott-Morey is a senior executive with 30 years of commercial experience and specific industry expertise in electricity, investment and construction. In the area of project development and finance, Mr Scott-Morey has worked for GE Capital, CMS Energy, Southern Company and International Power structuring and investing in electricity projects across Europe, the Middle East, Asia and Australia. In total, Mr Scott-Morey has been involved in the successful investment of US$1.5 billion equity in projects encompassing over 4,000 MW of generating capacity.

Mr Scott-Morey also worked in investment banking in New York, Hong Kong and London, completing a number of private placement, flotation, acquisition and divestment transactions. Mr Scott-Morey was involved in the IPO of two technology companies, including the listing of a US-based wave energy company onto London’s Alternative Investments Market.

In the area of executive management, Mr Scott-Morey has managed businesses engaged in contracting, operations & maintenance and power generation, including as CEO of Kot Addu Power Company in Pakistan, with 1,600 MW generation capacity and 900 staff. Mr Scott-Morey has served on the boards of companies in London, Hong Kong, Australia and the Philippines.

Mr Scott-Morey obtained his BA in Engineering at Cambridge University and his MBA at the Darden Business School in Virginia. He retains his professionally engineering qualifications in the UK and Australia.

Dave Scott BEng (Mining), DipBusAdmin
General Manager, Projects

Mr Scott, an engineer by profession, is an Australian living in Botswana who has had significant coal and diverse operational expertise in Australia, Botswana and other locations. Mr Scott has 22 years experience including seven years with BHP Billiton and six years with Eltin Ltd. Most recently Mr Scott held senior project management roles in the Expansion Project at the Morupule Colliery in Botswana, currently the country’s only operating coal mine.

Mr Scott has extensive project management experience in coal and other mineral commodities, including roles at BHP Billiton’s Blackwater Mine Expansion and Eltin Ltd’s Highwall Coal Project, both in Queensland. Mr Scott was project manager for African Mining Services at the Damang gold mine in Ghana and held business development roles for BHP Billiton’s Diamond Inc in Canada.

Mr Davis is an associate member of CPA Australia who graduated from the University of Western Australia in 2001 with a Bachelor of Commerce majoring in Accounting and Finance. Mr Davis has worked in the resources sector for the last five years specialising in African based explorers. Prior to joining African Energy in 2007 as Financial Accountant he worked with Albidon Ltd in a similar role. Mr Davis was appointed to the role of Company Secretary on 1st April 2009.
